HIGH COMMISSIONER’S REPORT. The High Commissioner’s cable, dated the 17th inst., reads: Hemp, Manila and Sisal markets quiet, but steady at last quotations. New Zealand market quiet with high points, July-September shipments quoted at £36, fair £33 lUs value.
