MANAWATU COUNTY COUNCIL.

The Manawatu County Council met at Sanson on Tuesday, Sir James Wilson presiding. There were also present:—Crs Penny, Fagan, MeKelvie, Barber, Boyce and Hunt.

The chairman of the Palmerston North Hospital Board wrote setting forth details of the proposed building scheme, entailing an expenditure of £40,000, to be raised by loan covering a 10 year period, this meaning an annual levy of £2OOO for capital expenditure for that period. Details of the Hospital Board’s proposed expenditure for maintenance were also appended.

The manager of the tramway reported that the chief items of traffic for the month of April were: — Minerals and manure, 177-i tons; merchandise, 77 i tons; grain, 194 tons; stock, 54 trucks; eggs, 68 crates; timber, 13,150 snp. feet; while fares amounted to 18s 3d. Accounts showed a debit of £l2 Is 5d for the month’s working. It was recommended that a new tramway engine shed be built without delay. —Adopted. The County engineer reported as follows on the Awaliou riding.—J. and G. Coley had completed their contract for supplying 800 yards of metal on the Whirokino road, which was in good order. It would be advisable to close the road against the constant heavy llax carting during the winter months. Ci'. Barber protested that such action, it' adopted, would be too drastic —it would mean that the flax industry of Foxton would bo endangered. “If this is done you will be throwing many men out of employment,” he said. It was decided that Cr. Barber confer with the engineer on the subject. The treasurer (Mi'. A. K. Drew), in his report, stated that the year commenced with a debit balance of £143 7s 4d and ended on March 31 last with a debit of £2,195 10s 3d. As a set off against this debit is an amount of £2392 17s lOd due by the Main Highways Board, so that there is an actual credit of £197 7s 2d. The tramway showed a debit of £lOl9 3s 2d for the year, which includes payment of £720 for lire losses, 'and restoration. The total amount expended on main highways maintenance for the year was £7,474 19s sd. Riding account balances as at March 31, were: — Sandon cdt., £145 9s 4d; Mt. Stewart cdt., £320 ss; Waitohi cdt., £407 Is 6d; Rongotea cdt., £IBB 16s 9d; Carnarvon cdt., £lO5 17s sd; Kawa Kawa debit £22 8s sd; Awahou cdt., £252 12s 3d. The amount of general rates struck was £12,796 Bs, less rebates allowed £219 18s 9d—a net total of £12,576 9s 3d. The amount collected was £11,179 Is, leaving a balance outstanding at March 31 of £1397 8s 3d. Of this amount £IOB 5s 6d has since been paid. The hospital rate struck was £2130 3s 2d, the amount collected being £1903 2s 4d, and the outstanding £227 0s lOd.

Regarding arrears of rates the amounts due on property accepted by returned soldiers for the last four years is: 1922-23, £127 Ids sd; 1923-24, £136 19s Gdj 1924-25, £212 9s 4d; 1925-26, £284 15s 9d : —a total of £762 Is.

The rate collector reported that the greater portion of this amount will probably not be recovered and he recommended and the Council agreed to approach the Lands Department for assistance in collecting the rates of those soldier settlers who apparently did not try to pay. The position in a great many eases had been brought about by tenants occupying land for a few years and then throwing it up. The incoming tenants, would not, of course, pay arrears. In a few cases judgments had been obtained, but no effort was being made by defaulters to pay even a portion of the arrears.

In regard to rates payable on native property of the £174 13s lid general rate struck, only £lO 0s 8d was collected, and of the £25 18s 9d hospital rate struck, only £1 10s was collected.

Sir James Wilson, in commenting on the arrears of rates in the case of soldier settlers, remarked that the position was gradually getting worse.

The Council reviewed the position in committee and resolved to take action for the recovery of the amounts outstanding. Steps are also to be taken to recover the outstanding rates owing by other than soldier settlers.

The reports of the treasurer and rate collector were “received.”
