HO ROWHENUA RUGBY UNION. MEETING OF MANAGEMENT COMMITTEE.

The weekly meeting of the Management 'Committee of the Horowlienua Rugby District Council was held in Levin on Monday evening, Mr. J. O’Connor, the chairman, presiding. Also present: Messrs. J. Rimmer, J. McDonald, J. Robson, W. Hannan, B. Braun, N. Emmett (Referees’ Association), W. N. Anderson, H. Lynch, J. Procter. Mr. J. Linklater, M.P., and Patron of the Horowhenua Union, for-, warded a donation of £2 2s, and in so doing he wished the Unioq every, success during the 1926 season. — : A vote of thanks by way of acclamation urns accorded the donor for his generosity. WRONG COLOURS AND LATE STARTING.

The secretary of the Referees’ Association reported turn Otaki players, Hakaraia and P. Taliiwi, for haying appeared in jerseys of the wrong colour. The chairman remarked that this was a question which vitally affected football, as if players failed to wear their correct colours the game did not look like football, but the public appreciated seeing a -well-dressed team. The rule book clearly defined the fact of it being imperative for teams to appear in their correct colours, and any failing in this direction would have to be met with a fine.

Mr. Emmett (Referees’ Association) : The secretary assured me that the requisite number of jerseys had not arrived, but that the matter would be rectified before next Saturday. Mr. Anderson: I think it is a very good thing that the Referees’ Association has brought this matter before the Union. The explanation as to why these two men wore incorrect colours may be alright, but fn the past the Otaki Club has been one of the worst offenders in this respect. The right way to go about this is for the referee to stop men from going on to the field.

Mr. Emmett : That is a Union matter, the referees can only prevent men from wearing incorrect studs ‘in their boots or rings on tlieir fingers. Air. Robson: If clubs don’t know this rule, that is no excuse, and if clubs are going to walk over the rules, we might just as well not come here.

The scretary (Mr. J. Casey) ask-

Within the next few days he proposed sending each club a rule book, in addition to which he suggested that any team not on the field by 2.50 p.m. should not be allowed to play. .Mr. Hannan expressed his willingness to hold the matter over till next Saturday, but the instruction would have to he acted upon by then.

Mr. Lynch: I am pleased that Mr.' Emmett has taken this stand. He is probably one of the first referees to report players for this shortcoming, and I think all referees should be advised as to this rule.

The chairman: In regard to late starting, I think that is the reason why we in Levin have lost so much public support. The public Ore on the ground in time for the match to start at 2.45 p.m., and it is ridiculous to expect them to wait until half-past three. We must enforce both the prompt starting rule and that of wearing the proper colours.

Mr. Casey moved, and was seconded by Mr. Hannan, that from the 15th instant all matches shall start at 2.50 p.m., and teams will be allowed only ten minutes’ grace.

The secretary of the County Club advised that their B team had defaulted to Hui Mai, and had since decided to withdraw from the competition. —There has been a redraw in the senior division, and

County A will play Wanderers at Levin on Saturday. LECTURE TO-MORROW NIGHT. Mr. J. 13. Proud will deliver an address to local footballers in the Presbyterian schoolroom to-mor-rownight. All footballers who can make it convenient should not fail to attend. It is problematical whether Moses and Taylor will be able to take their places in the local seniors on Saturday in the match against Otaki. The former met with a mishap through a fall from his bicycle incurring a nasty scalp wound and the latter had to seek medical attention for an injury received at Shannon last Saturday, Foxton seniors to play Otaki at the racecourse on Saturday will be selected from the following: —Taylor, Moses, Proctor, Fuller, Kiriona, Westwood, Hakaraia, Hirini, Thompson, Krivashanko, Burdis, Cresswell, O’Reilly, Andrew's, Lorimer, McDonald. FOXTON FOOTBALL CLUB. COMMITTEE MEETING. A meeting of the Committee of the local Football Club was held in Walls’ rooms on Tuesday evening, presided over by the President (Mr. 11. Hutchins). Also present were Messrs. ,J. K. Ilornblow, G. F. Smith, G. Alexander, R. McMurray, W. Neville, S. Austin, C. Proctor, Cook, and the Secretary (Mr. Barron). Apologies for absence were received front Messrs F. A. Mason and A. Stevenson. CORRESPONDENCE was read and dealt with as folI rom the Union secretary reporting that the Fourth grade matches had been cancelled and new' fixtures had been drawn up. It had also been resolved that all fourth grade players must be under 16 years of age on the Ist May each year.—Received. From secretary Manawatu District Rugby Council, inviting Foxton to participate in the seven-a-side tournament to be held in Palmeiston (North onilune 3rd.—Decided to leave the matter in, the hands of the president and secretary to anange for two teams (seniors and thirds) to participate in the tournament. Messrs. Austin and Neville, delegates to Union, reported on the business transacted' at the last meeting. Mr. Austin had opposed the suggestion that all players assemble at their own expense at Levin. The players, he said, were greatly responsible for the augmentation of the Union funds and it was hardly fair to expect them to pay travelling expenses. Mr. Hornblow endorsed Mr. Austin’s remarks. Air. Hutchins said a matter such as this should have first been discussed at a general meeting before any definite action was taken by the Union. LATE STARTING. M]r. Hornblow brought up the question of enforcing the time limit in respect to the starting of matches. Last Saturday a match to have been commenced on the racecourse at 3 p.m. did not start until 3.35. The Secretary said that a late start made refeyeeing difficult owing to darkness coming on before the game terminated.

The Chairman: Late starting was the cause of trouble in Foxton last year.

Mr. Austin said that the reason County B team was late on Saturday was that a number of the men did not cease work until late.

The Chairman: They could easily have rung up and informed Foxton of the fact. Mr. Austin said that ten minutes’ grace was sufficient.

Mr. Hutchins: A game can be claimed under protest if a team is more than ten minutes late.

Mr. McMurray: A team may lose its match through starting five minutes late. Mr. Neville: A captain can demand a kick off. It rests with the team. Mr. Hornblow: Yes, but the public is inconvenienced. Mi'. Alexander: There was no excuse for a, team not being able to arrive on time (accidents .provided for). The Thirds were all working boys and they were able to start play at 1.30. Mr. Neville: Unless a team has a good excuse to offer for coming late they should he made to forfeit the match. It was decided to write to the secretary of the Union requesting that he circularise all club secretaries pointing out the necessity for teams to arrive in time to start their matches punctually. DRESSING SHEDS. Mr. Hornblow brought up the question of erection of dressing sheds and asked what steps had been taken to provide this necessity for players. The secretary reported that two tenders had been received for tho erection of a shed on the racecourse. Mr. McMurray, on behalf of the Tennis Club, offered the Club the . old tennis pavilion for £25. It was' decided that the chairman, secretary and Messrs Austin, Hornblow and Alexander inspect the building and : report to next meeting. . The Juniors were asked to be in-attendance at the next commit-, tee meeting.
