1 he Constitution Degraded —Personal Liberty Endangered and Infringed. COL. CHAS. E. BANKS. 326 A. Street, BOSTON. MASS. A Reaction Setting In. m ‘•V (Col. Chas. E. Banks was a soldier who fought with distinction on the Mexican frontier and in Cuba during the Spanish war with U.S. A. Since his retisement he has become associated as director of the Edward L. Smith Co., of Boston, Mass.) 4$ Boston, Mass., Ist May, 1925. AN OPEN LETTER TO THE ELECTORS OF NEW ZEALAND. / ( I am somewhat surprised to learn that New Zealand, from whence we have derived so much that is safe and sane in legislation, is in any way involved in the present maelstrom of prohibition fanaticism. People in U.S.A. who want it ca.n get it by paying the multitude of bootleggers fancy prices. The State is deprived of the revenue, and enormous profits line the pockets of these illcit traffickers. The greatest injury of the Eighteenth Amendment is the degradation of our Constitution to the level of a police regulation. It is defied by a large section of the people who regard it as a definite iniringement of personal liberty, coming at a time when personal liberty is in danger, and when this infringement is dangerous for the continuance of democracy. A well organised minority of pestilential up-lifters is responsible for this condition which is being enforced by a f Navy 5 cf 500 vessels, and an army of spies and inspectors. The home is no longer sacred agaJ.nst this growing horde eager to win the approval of those responsible for the law. Reaction is setting in; influential newspapers and original supporters of the Amendment are beginning to admit its failure. I wish you success in your efforts to choke off the fanatics in New Zealand. Yours very truly
