FOOTBALL DELEGATES MEET.
OFFICERS FOR AMALGAMATION. Delegates from the Foxton, Hni Mai. Awiiliou, Monton. County and Wcraroa Clubs, as well as the schools, met at Levin on Tuesday night at: the supper room of the Cosmos Theatre to elect four extra delegates on the Combined Committee which will meet in Palmerston North on August Bth for final selection of (ho combined IToro-

In pointing out that proxies must lie signed by the members concerned, the secretary (Mr. Carmichael) also mentioned that a list of delegates should he sent in before special and other meetings, for the guidance of the local oomittee. The special general meeting was held on Tuesday night witli the purpose of reading the rules and bylaws in connection with the combined unions, chief among which were the following:— ' “’Flic district council will keep a register containing the player’s name, grade, name of team against which lie played, penalties and suspensions imposed, and re]), honours at tained. “Each affiliated Club shall, prior to the 31s(. December in each year, hand to the auditors a statement showing receipts and expenditure, t the auditors will compare the subscriptions paid with the names of the members supplied by the Club in y their contest matches. The secretary will notify secretaries of clubs of any defaulters, who will not be allowed to play in any Council contests. “Secretaries of Clubs, affiliated with the district council, must keep a hook wherin members must certify by signature their bona-fide membership.” A ballot was then taken for the four extra vice-presidents of the Council, the final selection being those of Messrs. 11. McDonald (for the School), Hannan, Peters, and 1 Freehtling. Several speakers remarked that they would like to sec a better representation from the southern end of the Union, as at , present there was no delegate from clubs south of Manuk au. Following the special general meeting was the usual weekly meeting of the management committee, comprising Messrs. Rimmer (in the chair), Proctor, Anderson, Sloan, j Dalzell, Hutchens, Robinson. Robert slut w, McMillan, Carmichael, and the four newly-elected members (.Messrs .McDonald, Freehtling, , Peters, and Hannan). The Manawatu Rugby Union desired to know whether the rep. players travelling to Palmerston Forth on the Bth August would j proceed by train or car. It was resolved that the players should travel by the 10.55 a.m. relief train from Levin, with Mr. F. Robinson as manager. PLAYER SUSPENDED. Mr. Sloan, the referee, during the senior Otaki-Sliannon match at Olaki, reported that during the course of the game he had occasion to order Matthews, one of the Shannon team, oil the field for wilfully playing after the whistle had blown. Had the ground been a bard, dry one, the player thrown might have sustained serious injury through the violent impact with the ground. It was stated that Matthews, who was a fast, heavy player, was about 15 yards from the' ball when the whistle was blown. Mr. Robinson averred that the management, committee should be prepared to back up the referees decisions and he, personally, did not think a referee would wilfully put off a mail. There was no ill feeling, in this particular case, between referee and player, and lie could not imagine a referee giving such a derision unless there was some provocation, and he moved that Matthews be stood down for two playi,m- Saturdays. Mr. Peters recommended the forfeiture of one playing Saturday. Messrs. Rohertshaw and Hannan thought a severe caution would meet the case. Mr. Robinson said that would be a very week-kneed action. Mr. Rohertshaw declared that to stand down a man for two games would he too harsh a penalty whereupon the secretary (Mr. Carmichael) contended that Mr Rohertshaw was not consistent in his opinions . as he had been prominent in deedaring, during the recent Graham incident, that referees’ decisions should j be upheld. ! Mr. Robinson said there had been, in the past, too much of “playing the man” tactics and it must be stopped and this could only be carried out by inflicting penalties for » breaches.
