RACING PERMITS.
MINISTER'S POWERS CHALLENGED. Christchurch, April 11. Tilt* secretary of tlu> New Zealand Racing Conf(Tenet* has .sent the following telegram to the Hon. Mr Bollard: “In reference to your statement published in the newspapers on Wednesday, I am inst meted by I lie President of the New Zealand Racing Conference to slate that he notes your claim of a statutory right to override the rules and customs of the turf, and regrets this unnecessary assumption of Ministerial authority and the principle underlying it.”
The matter above referred to arises out of the Minister’s action in granting spare totalizator permits for (his year to certain clubs among which is Levin. Kir George Clifford contends that the Racing Conference is the body which should allot these permits, but Mr Bollard asserts that he has power conferred upon him by Statute to make the allocations without reference to the X.Z. Racing Conference.
