MANAWATU RABBIT BOARD.
SPECIAL MEETING. A special meeting of the Manawalu Rabbit Board was held in the Board’s office this morning, presided over by Mr B. G. Gower (chairman). Also present were Trustees Barber, Boswell, Gloyn, Grammer, and Raikes. Apologies for absence were received from Trustees McKelvie and Flemming. It was resolved to authorise the secretary to accompany Mr W. E. Barber on Monday to Sanson for the purpose of obtaining the necessary information concerning the correction of the roll of ratepayers, with a view to bringing same up-to-date; and also the question of collection of the Tangimoana rates. A letter was read as follows from the Manuherikia Rabbit Board: —
“1 beg to advise you that the Trustees of the Manuherikia Rabbit Board have decided to make representation to the Government to have the Rabbit Nuisance Act* amended so as "to give Rabbit Boards the same powers that are conferred upon stock owners’ Boards re the erection of rabbit proof fences. They also propose to ask for authoority to borrow money for purpose of erecting subdivision rabbit proof fences through the Board’s area. At present Rabbit Boards formed under Part IV of the Act may borrow money for the erection of rabbit proof fences at or near the boundary of the Board’s area. This in our opinion is not sufficient and the Board feels that if any real progress is to be made, every property in its area must be ring fenced with a rabbit-proof fence and in the case of large properties that subdivision fences should be erected as well. “Almost in all cases individual ratepayers are unable to undertake the work, but if the money to defray the cost of the work could be undertaken by the Board the individual ratepayers concerned would have no difficulty in paying a rate which would automatically pay oil! the cost of the fence, in the same manner that a State Advances loan is paid off. “If the money is borrowed by, the Board under the Loans to Local Bodies Act, then the Board would have to repay same in the above manner and it would only mean the levying of a rate upon the property benelited to provide the necessary funds.
“We feel that the subdivision with rabbit proof fences of rabbit infested country appears the only chance of eradicating the pest, and I have been directed to bring the matter under the notice of ail other Boards and to ask their co-opera-tion and support. I shall be glad if you would be prepared to assist in carrying out the proposal. If so, would you please advise me and if you approve would you please arrange to request the member for your district to support the proposal. If a majority of Boards favour this course it is suggested that an amend.ment to the Act be drafted and submitted to each Board for consideration before it is forwarded to the Department. The costs of drafting the Bill and carrying the matter through will’not exceed £25 and it is suggested that these costs should be apportioned equally between all Boards supporting the proposal.” It was decided to support the proposal and to suggest that the Government be also asked thi’ough the Association to indent wire netting. It was resolved that trustees B. G. Gower and Eaikes act as delegates to the Rabbit Boards’ conference to be held at Tedding on Tuesday, March 24th, 1925. Decided to authorise the Chairman and Treasurer to sign the rate-book. Decided to levy lid per acre tor the year ending December 31st, 1925.
