MANAWATU COUNTY COUNCIL.

The Manawatu County Council met at Sanson on Tuesday, those present being Sir James Wilson (in the chair) and Councillors Barber, Hunt, Penny, McKelvie and Boyce. MOTOR VEHICLES BILL. The Council discussed the Motor Vehicles Bill at length and Councillors were unanimously of the opinion that the annual issue of new registration numbers constituted an unnecessary waste and it was resolved to enter a protest. It was also decided to recommend the inclusion of charabancs and service cars under the provisions of the heavy traffic legislation, and, further, the county clerk was authorised to arrange for the registration and licensing of motor vehicles located in the county, to be undertaken at Feilding, Sanson, Rongotea, Rangiotu and Foxton on dates to be arranged. HIRE OF RAILWAY TRUCKS. In reply to an application by the council for a reduction in the Railway Department’s hire charge of Is per truck per day whilst used on the Sanson Tramway, the General Manager of the Railways wrote stating inter alia, that his Department was making every effort to secure a proportion, if not the whole of the freight which was now carried by the motors. In some eases, the quotation of a reduction in rates had affected the desired object, but in other eases the geographical position of the factories, coupled with the fact that when forwarded to Wanganui three freights (i.e. Sanson Tramway, Railway Department and the Castleeliff Railway Coy.), were chargeable, had a very serious effect upon the Department’s effort to obtain business for the rail. The average freight charged by the county of £1 per truck on all fat stock had a serious effect in obtaining such freight for shorter distances. It. therefore, could not be said that the Department’s hire charge of 1/per day per wagon was a very serious factor in the transfer of traffic from rail to road.

The County clerk pointed out that the average freight charged was 12/- per truck and not £1 and the Department’s charge meant a matter of £75 per annum to the Tramway revenue. Further, the tramway was used as a feeder to the railway and was performing a good service. The tramlway revenue could ill afford the hire charges when the service was primarily one to feed the railway. Councillors resolved to point out the facts of the ease to the Railway Department and to urge a reduction in the hire charge.

OVERDUE RATES. It was decided to sue for all rates outstanding after February 1. TRAFFIC INSPECTOR’S REPORT

The traffic inspector (Mr W. Berry) reported that lie had laid eight informations against different settlers for allowing stock to wander. The nine hundred dog collars procured last year were disposed of and a further fifty would be required. The trap set- for speeding motorists on the occasion of the Palmerston races did not bear any fruit, as all motorists passed through the township at a moderate speed. On the occasion of the Marton races, however, seventeen numbers were taken and summonses issued forexceeding the speed limiit. The inspector recommended that a dangerous corner near the top of Mount Stewart should be straightened. —Adopted. ENGINEER’S REPORT. The engineer Mr G. Hickford) reported on the various ridings. Awahou. —The Whirokino Rd. required a good deal of attention. It had been graded up; metal had been spread to keep it in order and fit for traffic. Several hundred yards of metal would be required for the maintenance of this road for the current year. The council agreed to charge a grass-seed royalty to those who wore cutting the seed without authority.—Adopted. TRAMWAY MANAGER’S REPORT. In his report on the Sanson Tramway for December, the manager reported that the month’s working showed a credit balance of £3 10/5. The chief items of traffic were general merchandise 68J tons, minerals 203} tons, wool 227 bales, timber 11,510 sup. feet, stock 121 {rucks. Fares amounted to 16/7. With reference to the special trams usually run in commotion with the Foxton.races, the manager pointed out that for the last two A ears these trains had not been profiable. In 1923 the net proceeds from fares, after deducting tolls, haulage of empty wagons, amounted to £7 14/6, and for last year (1924) only £4 15/- was received. The report was adopted and it was decided not to run the trams on race days’ unless the Foxton Racing Club was prepared to guarantee the council against loss.
