In welcoming delegates to the inst ; coAier&hce of Justices of 1 the reace in YV eikngton, on Tuesday, the? All nis ter of Justice* (Hon. C. J. ParrJ mentioned that there were o,OUU Justices in New Zealand. The office was an ancient and honourable'one, and the holders of it should strive to keep it honourable and digniiied. The .Department was Hooded with applications for nominations and he was applying a new test, viz., was an appointment necessary in view of the number already holding office i It was not his intention to make such appointments until he had consulted a Magistrate and ascertained the need of doing so, as he did not wish to overload the. roll. Holders of the commission deserved the thanks of the (ioverurnent for undertaking their duties. Air J. H. Keesing said that certain men • had been appointed Justices who never should have been appointed. As Justices they wanted men. who were honest, and without that virtue the duties could not he carried out with honour and dignity. . _ [The present method of appointment certainly needs improvement and among other' qualifications au educational test of fitness should be imposed upon appointees.]
