HIGGINS TO SERVE FOR LIFE.
WAIKINO SCHOOL MURDERS. MAN HELD TO HAVE BEEN INSANE. Tuesday’s meeting of the Executive Council at Wellington, over which llis Excellency the GovernorGeneral presided, decided to commute the death penalty imposed on John Christopher Higgins for the Waikino School murders to imprisonment for life. The ground for the decision was that it was considered Higgins was from a medical point of view, insane when he committed the murders.
