Manawatu Herald. THURSDAY NOVEMBER 22, 1923. BOROUGH COUNCIL.
AN election will probably lake place to fill the extraordinary vacancy on the Borough Council, caused by the retirement of Or. Me Murray. Already the names of several candidates, including ex-Councillors, are mentioned from whom the burgesses may be called upon to make a choice. It is hoped that candidates seeking office will be actuated by a genuine desire for service rather than to gratify personal ambition. Let us go a little further. In our opinion the present, representation on the Council is not justified by results, for the reason that too much responsibility is placed on the shoulders of two or three and very little initiative or careful thought in administrative affairs is taken by the majority. This could be improved by imposing individual responsibility in the nuitter of sub-com-mittees, i.e. by electing separate chairman for each committee. This is no reflection upon the Mayor, who is ex-officio member of all committees. This is the secret of success in all team work and makes for wid-
er discussion and a better understanding in administrative control. The alternative to this would lie a reduction in the number of representatives on the Council. At the present juncture it is necessary to elect a citizen who is prepared to render service and give serious consideration to all matters now before the Council and which include public swimming bn His and library, etc.
