EFFORT TO END OUTRAGES. WASHINGTON, Oct, 1. A statement made by Senator Lodge in the Republican campaign book just published discloses the Administration's policy towards Turkey. Senator Lodge says the Administration provided American representation on the commission to investigate the hideous conditions created by the Turks in Asia Minor.
