EDUCATIONAL MATTERS.
MINISTER DEFENDS JUNIOR HIGH SCHOOLS. WELLINGTON, Sept. 29. The conference of High School Boards opened to-day. The Hon. C. J. Parr defended the regulations as essential, because one Act could not cover a mass ot details, but ho saw no reason why the boards should not be consulted about them, lie referred to the abolition of the old capitation system and the adoption of a national system of grading, which, on the whole, had given great satisfaction. the Minister addressed the conference at length on the junior high schools, and urged that an open view with a fair trial for three years in three schools were reasonable proposals. They wanted a New Zealand system; not one following other countries. Ho was heartily thanked. Mr Fraser, of Wanganui, said that n the Minister had been able to give his views earlier, much friction would have been avoided.
