Ihe time has come for rapid, energetic meas» arcs for the defence of the common Allied interests in Constantinople and the Straits, which must be settled before returning to the discussion regarding the revision of the Treaty of Sevres. The Note points out a twofold danger—firstly, the advance of Russian Bolshevism to the shores of the Bosporus; secondly, encouragement of the increased pan-Islam agitation by favouring the victorious Turkish Nationalists.
