FOXTON HARBOUR BOARD.
The monthly meeting of the Foxton Harbour Board was held in the Palmerston North Borough Council ..Chambers on Thursday. There were present Messrs Linklater (chairman), Holben, Chrystall, Signal, W. E. Barber, Clapham and Roore (secretary). Apologies for absence were received from Messrs Nash Rimmer. NEW MEMBER. Mr Chrystall, on behalf of the Foxton Borough Council, made the official announcement that Mr Signal had been appointed to the vacancy on the Board and assured the meeting that they have in Mr Signal an invaluable asset. Mr Holben and other members of the Board fully endorsed Mr Chrystall’s remarks and said, he and others had always been anxious to see Mr Signal on the Board, knowing that his services and advice would always be invaluable to the Board. On behalf of the Board Mr Linklater (chairman) welcomed the newly-elected member and expressed pleasure in seeing him at last take an active part in assisting to guide the destiny of the Foxton Harbour Boai’d. Mr Signal suitably acknowledged the welcome. _ / CORRESPONDENCE. Correspondence was read and dealt with as follows: — From Inspector of Machinery, requiring payment of a certificate permitting the use of the boiler now located on the dredge.—Decided to authorise the secretary to pay thefee required. From the manager South British Insurance Co., submitting proposal in connection with the insurance of pilot’s launch. —Resolved to leave the matter in the hands of Mr W. Signal and the secretary. From Minister of Internal Affairs, endorsing copy of the Local Bodies’ Lo'an Amendment Act 1922. —Received. From the Town Clerk, Foxton Borough Council, advising the Board of Mr W. Signal’s appointment to the vacancy on the Foxton Harbour Board caused by the death of Mr Walter Bock. ACCOUNTS. Accounts totalling £79 4s were passed for payment. THE DREDGE. The question of shifting the winches amid-ship on the dredge was discussed at length and on the motion of Mr Holben, seconded by Mr Chrystall, it was decided to ask Mr Signal to procure an estimate of cost and to report to the next meeting and further to authorise Mr Signal to act if necessary. The arrangement concerning the duties of caretaker of the dredge was duly considered and it. was decided to notify the caretaker that his services would no longer be required and that Mr Signal be empowered, if necessary, to employ labour. BEACH SECTIONS AND ROAD. \ Concerning the subjects of sections at the beach and roading, it was unanimously decided to leave tli'e matter in the hands of Messrs Linklater, Barber and Signal. The following transfers were approved by the Board: —McKenzie to O’Connor; Dustin to Brown; Stubbs to Owen. TO ENCOURAGE SHIPPING. The question of empowering the Foxton Harbour Board to borrow money for the purchase, hix-e, building or chartering steam and other ships or vessels or subsidising other persons in the hire or chartering such vessels or ships to trade with the port of Foxton, was discussed at considerable length when the meeting decided to allow the matter to stand over until after Messrs Linklater and Chrystall had interviewed the Minister. Mr Signal pointed out that the lack of shipping to the local port was chiefly due to the lack of accommodation. The most vital need, in his opinion, was shelter for onward and local cargoes. There was no inducement to vessels to call when they may have to lie at the wharf for two or three days before they could discharge their cargoes. Much could he attained in getting steam ships and other vessels to trade with the local port if the Board would- build sheds to accommodate ship-loads. The river and bar, in his opinion, have been as good as they were for many years and if there was accommodation no doubt trade would be attracted.
