LOANS TO THE ALLIES.

MONEY FROM UNITED STATES'. WASHINGTON, Aug. 24. Mr A. W. Mellon, Secretary to the Treasury, has issued a statement contradicting the intimation contained in Lord Balfour’s recent Note that the United States required Britain to guarantee the return of money loaned to other Allies during the war. Mr Mellon declares that the associated and other Allies borrowed on their own account, and produces memoranda to show that this was clear to Britain.— A. and N.Z. cable.
