SUGGESTION IN PARIS. FRANCE, RUSSIA, GERMANY. PARIS, Auk. 17. Le Temps’ Lyons correspondent, status that M. Ileriot, ex-Minister for Transport, will interview M. Tchitcherin and M. Litvinotf on September 3, at Baden, when the Russians intend semi officially to make new offers of guarantees in place of those submitted at Genoa and The Hague. In commenting on M. Heriot’s mission, Le Temps says: “At this time, when the Entente is cooling, a resumption of relations between the great democracies of Russia and France will be a step towards a treaty with Germany, the other great European democracy. Between the three, they could prevent all future conflicts.” A. and N.Z. cable.
