ANNIVERSARY CELEBRATED. HOPE FOR THE FUTURE. BERLIN, Aug. 11. The third anniversary of the promulgation of the German Republican constitution was celebrated! to-day, all Government buildings and many private houses being boflagged. President Ebert issued a manifesto in which he said: “Heavy storms have swept over the young Republic. Our unity, right and liberty have been threatened, but our linn hope in the salvation of Germany will not be abandoned.” The President, members of Cabinet, and civil and military oflicials assembled in the decorated Reichstag, and cheered for the Republic fatherland and nation, and listened to a patriotic speech by iierr Hummel, Premier of Baden, warmly appealing for social co-operation in the work of reconstruction and urging the pursuit of the path of justice in tlie nation’s foreign policy. It is noteworthy that the Bavarian Sate buildings were not beUagged. The Conservative newspapers practically ignored the anniversary of the Republic. Allegnteine Zoitung asked: “Why celebrate the first day of the Republic, which for many true German hearts denotes the last day of the Monarchy ?” Herr Ebert issued a proclamation in which ho attempted to make “Deutschland Über Alles,” the national hymn of the Republic. lie pointed out that the Monarchists had been misinterpreting the spirit of tho song for party purposes as a glorification of lorco, though it was written by a Prussian political exile, while lining in British territory. The proclamation emphasises tho song’s aspiration for umly, justice and freedom, and uges that it should not he used as a party song by those against whom it was written, but should inspire the nation to a better tuUl The most notable event of the anniversary was the settlement of the differences between the Central and Bavarian Governments regarding laws for the protection of the Republic.
