THE Mayors explanation of the water and drainage loan expenditure at last Council meeting, in answer to criticism of a policy of caution, was very informative. The figures given of expenditure and savings effected plus simple and compound interest were alright in their way and dispel any suggestion of wasteful extravagance. The Mayor is to be commended in this connection. The point of our criticism, however, was to recommend a bolder policy in dealing with departmental otlicers. Granted that a saving has been effected by “patience,” is it not also logical to argue that public benefits and advantages may be sacrificed to mercenary gain? Public conveniences must not be judged by a purely monetary- standard. However, we are pleased to know that the Mayor is keen to complete the job and recommended the floating of shortdated debentures to secure the extra £5,000 for the current financial year. In this he has the unanimous backing of the Council and we believe that of the ratepayers, who are anxious to see the water and drainage scheme completed at the earliest possible moment.
