BEACH ROAD MAINTENANCE.
CHAMBER OF "COMMERCE AND COUNTY REPRESENTATIVE.
The local Chamber of Commerce has devoted much time in discussion at several meetings re the bad state of the Beach road and cutting leadto the river foreshore. It has passed several resolutions, and made suggestions to the Manawatu County Council;—* -Borough Council and Harbour Board in an endeavour to improve matters. The County Council wrote the Chamber, giving details of the rales collected in the locality and the expenditure incurred on the road, and stated'that Cr. V. E.' Barber, member for the Riding, would confer with the Chamber and discuss details. -
At Tuesday night’s meeting Cr. Barber was in attendance, and dealt fully with the whole matter, from the raising of the loan to construct the road to the present position. He said the County had raised a loan of £1,250 in 1912, for the purpose the annual interest on which was £6O. In the last ten years £609 8s 4d interest and sinking fund has been paid on the loan. Of this amount, £6 9s lOd has been collected_ from section holders (being proportion of special rate struck for loan), £229 ha& been received from tenants through the Harbour Board, and the balance, £373 2s 2d, has been paid by the other ratepayers of the Awahou Riding. The present general rate steuek is l«d in the £ on the unimproved'value, which realises £6 3s 9d. When the change of rating from capital to unimproved value took |)lace, the drop of rates from the seaside sections was from £49 14s 2d to the amount above stated. Approximately £72 was expended on road maintenance the financial year before last. Under the changed rating conditions, said Mr Barber, the Beach sections were not hearing their fair proportion of costs. The whole riding had to provide maintenance, and the County Council did not receive any assistance in this connection from the Foxton Borough Council. He said the seaside was a-valuable asset to Foxton, and although the Borough Council paid a proportion of the loan, it should contribute something to maintenance. Although the County Council had expended money on improving the cutting, this work was not under its jurisdiction. Assistance had been given !(> section holders on road formation, which branches off the main road and led to.their sections. A deviation of the present road lu avoid the cutting'had been suggested, but nothing definite had been decided in this connection. The change from rating on (ho capital* value to that of the unimproved value had deprived the County Council of revenue which would have been available for maintenance.
After a general discussion, it was resolved to thank Mr Barber for his explanation, and to recommend to the County Council that it approach other interested authorities to share Ihe cost of maintenance, and failing such arrangement, that a Commission be appointed to review the circumstances, and apportion the cost upon a more equitable basis.
