THE ravages - of the Manawatu River at Moutoa and Whirokino are a continual source of worry and expense to the Manawatu County. The flood waters periodically cover the arterial road adjacent to the river in the localities, and scour out metal and formation, which means renewing the whole work. At Whirokino the road formation for about a mile to the bridge traverses peaty soil, and after each flood the road subsides with tlje traffic. To build up a permanent flood-resisting road on a good foundation would be a costly undertaking, but the cheapest in De long run. The point is, should the Manawatu County be saddled with the whole cost in the circumstances? We think not. The more equitable way if the County intends to protect this road against river floods, and ensure through traffic, is to gel an estimate of the work, and to ask for a Commission 'to apportion the cost.
