The issue lies in a strong division between the Italian members of the Sacred College on the Roman question, Avitli Cardinal Rat.ti at the head of the irreconcilables, and Cardinal Gasparri, Avho inclines towards reconciliation Avith Italy, on the other'sidc. This division gives rise to speculation as to whether a foreigner may not be chosen from Cardinals representing neutral European States. It is not expected that more than 57 Cardinals Avill participate in the election, whereof 31 Avill be Italians. If one of the latter is chosen, it will have to be one not associated Avitli the extremist views of either party on the Italian question.
