SECTION 55 oi‘ the Municipal Corporation.- Act provide.- that ”every question coming' before the Council ur any Committee .-lmll be decided by open voting.” Clause 2 of Section 59 provides that the Chairman shall have a deliberative vote, and in ease of equality of votes, shall have a casting vote also. Secret voting is illegal. At last night’s Council meeting (here were several applications for a position, and Councillors made a selection by ballot, which resulted in an equality of votes between two applicants. The Mayor refused to exercise his easting vote, but drew one of the two remaining names from a hat —which was equivalent to a casting vote —■ and then a motion confirming tho appointment was passed "on tho voices,
