WATER AND DRAINAGE SCHEME.

ENGINEERS’ REPORT,

The following report was submitted bv .Messrs Climie and Son, at last night’s Council meeting:— . “Water Pipes. —On enquiring of Messrs John Duthie and Co. if they' were prepared to accept a contract for the eight- and six-inch pipes"' only, they stipulated for payment in London, but ou learning that another tender was being considered, they agreed to accept payment on delivery of the pipes at Foxton. In the meantime the other tenderer was given an opportunity till the 11th inst. to submit full particulars of the cast iron pipes he offered, and he reffirmed his intention of doing so as late as the 29th June. To-day, however, he has notified us that he is not submitting a formal tender, and Messrs John Duthie and Co. now inform us that their acceptance is subject to cabled information from’London. We advise that this firm be informed of your Council’s acceptance of their tender for the six- and eight-inch pipes and specials, subject to the prices being unchanged. The total amount of ihis tender is over £2,000 less than our original estimate.

“Pumping Plant. —Before the arrangement of this plant is finally adopted, we wish to bring beforo the notice of your Council another alternative to those mentioned in our last report. This arrangement consists of installing a gas producer as well as the gas engine at your gasworks, and of transmitting the power electrically to the pumps, as described in our last report. Although tho fuel costs would be somewhat greater than in a belt-driven oump, the labour charges could be practically eliminated, and a nett -■living in operation of about £l9O -cr year realised. The initial cost A the installation would be about £1.070 greater, £545 of which sum represents the cost of the motors ■nd the overhead line, which will be required in any case when hydroelectric power is available. The -living in operating expenses would >ay off the balance in three years, md it should be noted that the plant would be of considerable value as a -dandbye to maintain essential services in the event of a temporary failure of tho current iroiu Man-

gnhao. “Collecting Reservoir. —Tenders •or this structure close on Monday, ■nd will be considered at your Coined meeting. Wo anticipate that i lie tenders will lie considerably grower than our original estimate, vhieh was based on the cost of circular tanks which have recently been built to our designs. On nmkng a detailed survey, it was found hat the space available above high

water mark was too limited for a •ound tank, and a more expensive ank of rectangular form has been lesigned to suit the site. The empathy of this tank and the two artoian wells could keep the pump supdied for eight hour- operation only, vKerens with less expenditure suficient water could be obtained by -inking, more wells |o maintain tin*

lump in continuous operation throighout the twenty-four hours il: remired. Until the artesian flow in ;be locality had been tested the •borage reservoir was the safest imposition, but now that the flow bas been proved wo consider that lie question should be reviewed. r n our opinion, a comparatively mall tank of about ten thousand pi lions, capacity, and two or three -dditionai wells would provide the more efficient supply, and would cost several hundred pound* less. The latter portion of the report .' as adopted,
