FIXING A SPEED LIMIT

Timaru, June 30,

Mr Mosley, S.M., gave a decision to-day in it test case under the borough bylaw fixing the speed limiti over all street intersections at four miles per hour. Witnesses for tho defence were unanimous that a speed of four miles an hour is itself a source of danger, and the borough traffic inspector tested four cars at four miles an hour on the high speed and not one got across. Two got across on second gear, but tho speed was so slow as to impede traffic. He declared the by-law unreasonable, and therefore invalid, and in consequence dismissed tho information. Nine other similar charges were then withdrawn.
