FOXTON HARBOUR BOARD

MONTHLY MEETING. The monthly meeting of the Foxton Hai’bour Board was held, at Palmerston North yesterday afternoon. Present: Messrs J. Linklater (chairman), AA T . Bock, AV. E. Barber, T. -J. Claphnm, and D. AV. Alatheson.

TREASURER’S STATEMENT. The Treasurer submitted the following statement, which was adopted: —Since last meeting the following amounts have been received: N.Z. Railways, wharfage inwards £B9 19s Id (less handling charges and commission £45 12s lOd), £44 6o 3d; wharfage outwards, £8 7s Lid; pilotage, £6 4s od, river lighting, 15s; rents, £B4 16s 2d, road contributions, £lO 4s, transfer fees, £5 ss, ’phone rent, £3 ss, sale of stove, £5; cancelled cheque, £1 8s 3d; Public Trust Office (second instalment loan), £3,000: total, £3,109 11s 7d. The expenditure was £1,964 8s Bd, and included £I,4GG 12s 2d against loan account, £l3l 5s Od interest on loan, and £SB 15s 4d interest premium at one per cent, on uncollected balance of loan. Th«> balance at the Bank of New Zealand was £L,491 12s 3d. CORRESPONDENCE. Correspondence was read as follows : From Mr W. Petrie, applying to have three llaxmill sites held by him transferred to Alessrs A. Ross, Rough and Co. —Agreed to. .From the Foxton Chamber of Commerce, pudding out the danger from drowning at the end of the wharf, where a great deal of bathing is done, and • suggesting the Board should place life hells in conspicuous places in that locality. —lt was pointed out by members that life-bells, together with the necessary rope, etc., had been provided by the Board at the wharf, but that the ropes attached to same had been frequently taken away. — It was decided to ask the ('hittuber of Commerce to have notices erected to the effect that any person removing) ropes or interfering with the belts would be prosecuted. From the Beach Improvement Committee, advising that complaints had reached the Committee of persons bathing without costumes, and asking if they had the power to prosecute offenders, or to enforce the regulation bathing dress being worn. —The Secretary was instructed to communicate the complaint from the Committee to (he Police, and ask that immediate action lie taken to slop the practice. • From the same, advising that arrangements were being made lo provide a life-saving red for the ocean beach, and asking the Board, for a donation towards the cost of same. —It was decided to advise the Committee that their efforts were much appreciated by the Board, which would give them all the assistance possible, but they suggested that the first step should he to have a properly constituted lifesaving club formed. ' From the same, asking what tho position will he when the existing beach leases expire; will the present lessees have the right to a renewal of leases, or must they submit to competition by auction or tender. — The Board had asked its solicitors for an opinion as to whether it had the power to grant, renewals of existing leases at the expiry of the term of 33 years, and the solicitors' advice was to the effect that the Board had no such power. An amendment to the Foxton Harbour Board Act, 1908, would he necessary before this could he done, and .-ueh amendment could lie inserted in the “Washing Up Bill.” —It was decided.that Mr E. Newman, ALP., In; asked to endeavour, lo get: a clause in the next Washing Up Bill, giving the Board power to renew leases beyond 3.T years, I’ILOT’H REPORT.

The pilot reported as follows, under dale December 31st.: —Good wider has been experienced on the bar throughout the monlli. The least- water al high water spring tides being 10ft. 3in., and at high water neap tides lift., and it seems to keep good. .The river is very good, excepting from Fraser's to I he wharf, the least water one hour before high water neap tide being 7(1. The two new beacons have been shifted towards the flagstaff, and (wo new beacons hark been erected on the south side of (he river. •ENGINEER’S REPORT. The Engineer reported as follows: — “The pontoon for the suction dredge was successfully launched on the 9th of December last, since which time Mr Aikman and assistants have been engaged in installing the machinery on the vessel, and if the extra parts wanted come to band, this work should lie completed in three weeks. Three hundred feel of 10-inch pipes for conveying the dredgings ashore (with bands, ole.) have been ordered from the Spiral Pipe Co.* of Wanganui, and these may be delivered any day. Should it be tbe Intention of the Board to appoint a dredge master, this mailer ought now to he considered, but it is my opinion that it would be better to wail until we have given the dredge a full trial before an appointment is made. If the dredgings are to be put ashore it will he nee i cssary to have two or three small punts or other vessels to carry the pipes from the dredge to the land, but in any, case the dredged material will not have to find its wayback into the river again. A contract has been let for painting the transit sheds, and this is about completed. The pilot (Mr Larsen) is in want of some mooring chain, and lie asked me to write the Wellington Harbour Board as to His-

used chain,, and the reply came to hand to-day; this chain is less than half the price of new, and would suit the pilot’s requirements. Tho length required is about 80 fathoms, which would cost £10.” The report was adopted, and it was decided to purchase the chain recommended. GENERAL.

Mr Clapham .mentioned the suitability of the Board’s property at the Heads as a site for a nursery for raising trees fog planting sand dunes and general purposes, and suggested that the Forestry Department should he. offered a site for this purpose, ’flic suggestion was acted upon.

It was decided to purchase a life belt and line and have same erected on the ocean beach.

The question of the adjustment of rents for the second term of eleven years was left to a committee consisting of Messrs Linklater, Barber and Bock, with power to act.

The road interest contribution was fixed at 12s (id, as formerly. The matter of getting railway coal through the port was discussed, and it was decided to communicate with the Railway Department, asking that the coal'for the district be sent through ihe Foxton port.

It was decided to communicate with Messrs Levin and Co., Ltd., asking what the future prospects are for shipping to'the Foxton port.

It was decided that the next meeting of the Board be held at Foxton, and that the Foxton Borough Council, Foxton, Levin and Palmerston N. Chambers of Commerce, be asked to be represented at such meeting for the purpose of discussing the question of increased trade to the port.
