If, therefore, any contributory body wishes to provide for the levy out of borrowed money it can do so. The Act does not give llie'Board the authority to work on a Bank overdraft, hence we must rely upon the only* source Id revenue it has to provide for the necessary expenditure durum; the vear, viz., levies from contributory bodies and the subsidy thereon.’’
