■ (To the Editor.) Sir. —For many months now wo Imvo patiently l>orn the debate between the (Jounc’d and its brass hand. Both sides threaten each other, and it is hard to say what I lie legal position would be, noil her side .-bowing any valid proof of claim lo the inslrumeids whatever. The Band, by retaining possession of the gear, are acting on the assumption that possession is nine points ot the law, utterly disregarding dhai; the municipality is a powerful factor to butt up against. It would have been belter if the Band were allowed a free hand in the management of its own affairs, a pari from the dictates of those who should have known belter. To lake away municipal assistance from a municipal band and hand it to the Salvation Army is not right. It is charily misplaced, and savors of an ulterior motive. —I am, etc., MUNICIPAL PROGRESS.
