London, August 10. The cruiser Vindictive, which, filled with concrete, was sunk across the entrance to Osiend Harbour on Dili May, 1918, has been refloated. [The Hirst Lord of the Admiralty (Mr Waller Long) announced on 10th dune that the Vindictive and the other block,ships .sunk at Ostend and Zeebrugge, were to be presented to Belgium as a free gift.]
