IMMIGRATION RESTRICTION

The first effect of the Immigration Restriction Amendment Bill, read a (irst time in the House of Representatives on Wednesday, is to require all persons other than FI is -Majesty's land and sea forces, the officers and (‘rows of ships of war of foreign Governments, merchant seamen, and representatives of foreign Powers, to take the oath of allegiance to His .Majesty if subjects of His Majesty, ami to take an oath to obey the laws of New Zealand if subjects of a foreign Power. The second effect is to substitute for the education test prescribed for foreigners a test of suitability to be settlers in New Zealand.
All poisons wlio ni'o actually of British or Irish hirlh or parentage (oxoopt criminals, lunatics. and persons suffering from loathsome diseases) may enter and heeome settlers in New Zealand without any conditions other than that of taking the oath of allegiance. Persons not of British or Irish hirlh or parent - aye may come to New Zealand as visitors for business, health, or pleasure reasons, hut those who enter with the intention of remaining are required hy the Bill to make a previous application 1 in writing, sent hy post from the country of their residence, set liny forth in detail their intentions and their (pmliliealions to heeome settlers. If (he Minister of Customs is satislied he may grant permit. Provision is made for the exemption hy proclamation of nations and races from the requirements of the Bill, and the .Minister may oranl an exemption in the case of a particular person. The substitution of prior application for a permit in place of the education lest has. in the case of the Chinese, enabled (he Government to propose in this Bill the repeal of the provision as to thumb-prints of Chinese, as to which the accredited representative of China has made a serious official complaint.
