And for the purpose of providing; for the repayment of the said Special Loan, and for the payment of Interest and other charges I hereon, together with Sinking Fund to appropriate ami pledge as security u Special Kale of fivepence halfpenny in the £ on the rateable value of al l , rateable property in the Borough of Foxlon, such rate to he an annually recurring rale during the currency of such loan, and to he made and levied by resolution of the said Council, to he passed after the said Special Loan has been agreed to by the Ratepayers. The whole of the loan is to he repaid on the expiration of Thirty-six and a-haif years from the date of raiding flic same. It is proposed to pay out of the Loan Aloney the cost of raising the Loan and the Interest 'and Sinking Fund for the llrst year during the eoiistruelion of the works, also the preliminary expenses incurred in connect ion with the said schemes and works.
