MR. HOLLAND’S "MOTION
RULED OUT OF ORDER
In the House of Representatives on Wednesday, Mr 11. E. Holland (Duller) pointed out that his notice of motion, urging Ireland’s claims to self-determination and expressing unqualified condemnation of the military occupation of Ireland, did not appeal- on the Order Paper. Had the Speaker,-lie asked, ruled il out of order?
The Speaker: The nolice of motion avus submitted to me, and I 1 old the hon. member (hat 1 Avould tell him Avhcn 1 had decided whether i! should be placed on (be Order Paper or otherwise. But, since be has asked me, I rule that il should not bo placed on the Order Paper, because it is re flee ling on the British Government. 1 take (he responsibility of saying that a notice of motion rclleeting upon the British Government at a critical period should not go on the Order Paper. Mr Holland; On a question of privilege, Sir The Speaker: if (he hon. member disputes (he Speaker's ruling, there is a proper Avay of challenging it, by planing a notice of motion on the Order Paper to dispute the ruling. Mr Holland: Do you rule, sir, that I may speak,on the question of priA'ilegc? The Speaker said that,he had noof privilege. Mr Holland: I understand that I can only proceed by notice of motion, wliicli either you, sir, dr the Government can prevent getting any further during the session.
