The sccreliiry of the New Zealand Alliance (Rev. J. Dawson) reminded a Post reporter on Saturday that from Sunday the American territories will be constitutionally dry. The amendment to the constitution, which enabled that condition of things to be brought about by a vole of. the various Stale Legislatures, was the eighteenth amendment of the constitution made since (lie constitution was enacted, and was (lie culmination of the effort launched by the American AntiSaloon League in November, 19,13. Coustituf ioual prohibition requires to be, and has been, carried by a majority of 3G out of the IS States. That majority was secured on llilii .January, 3DID, and the constitution has, I here rime, been amended s-o as to provide that on Itllh .January, 1920, the law shall prohibit the manufacture, sale, importation; and exportation of beverage alcohol-. Before that period in the nation’s history 32 Slates had “grme dry," and even now the only t.hree Slates which have not ratified the'amendment to the constitution are New Jersey, Rhode Island, and Coiinociiciij. But they do not mailer. They arc constitutionally “dry” in any case.
