FLAT RACES. —The winner of any ila,t X‘ace after the declaration, of weights to carry a penalty of 101 b., and of any additional race a further penalty of ,71b, (excepting, that the winner of any Hack Race shall carry a penalty of 71b., and of any additional Hack, Race a further penalty of 61b. in any Open Race). Horses handicapped at Bst. 101 b. or over to carry half of the above penalties.
