HIGH COMMISSIONER’S REPORT. The Iliyli Commissioner cables as follows: — Tim Manila market continues dull, but good business done at the decline. Spot hemp scarce; government holdings cleared, it is said, at £55. Sellers quote J grade, shipment to be in September, October or November, £-18; shipment to be in October, November or December, £47 15s. New Zealand market, easier. High-point, shipment to be in October,' November or December, have been sold down to £47 per ton. Sellers quote fair grades, shipment to be in October, November or December, £4O 10s.
