IN a lecture delivered by Lienl.-Co-lonel Sir James Barrett; at Melbourne, last moulli, under (he auspices of Hie University Graduates’ Association, on the Foreign Policy of; Australia ami the mechanism availahle for carrying it out, the lecturer said: —“Australians are apt to criticise British affairs and the a (fail’s of other Dominions, sometimes publicly, and even with some acerbity, and Australian Legislatures have passed legislation in favour of Home Rule. There is no reason why the people of the Dominions should not be interested in Home Rule or British affairs, but may I ask Australians what they would think if the House of Commons passed a resolution approving of a different management of the Northern Territoi’y and of the admission of Asiatics to develop the country. Is it not clear that each Dominion should not interfere with the domestic concerns of other Dominions, and in any communications on such vital subjects as the peopling of the Northern Territory, or the Government of Ireland any representation should be made only by responsible Ministers, and with proper respect and courtesy. A smaller but still important matter requiring consideration is the offensive references which have been made at times in our illustrated papers to people of other civilisations. In international matters good manners and courtesy even to opponents never do harm. Australians are not inclined to rudeness by nature, and I am sure they will appreciate the importance of setting a high standard of courtesy in dealing with other races.”
