AT Tuesday night’* meeting of householders Mr Horn blow objected to Mr Pirani occupying the chair on grounds that he was not a “resident: householder/'’ and the appointment was therefore contrary to the Education Act. Mr Pirani ruled that he possessed the right, as the Act did not specify that the chairman of a householders’ meeting must be a householder. Section -13 provides that The Board shall lix some convenient dale in each

year for the holding of the annual meeting of householders in each school district, , . and shall give public not ideation thereof, and in such notice shall jix the hour and place of meeting.

(3) At each annual meeting a Chairman shall be chosen . , . (3) At every annual meeting the Chairman shall have a deliberative vote and a casting vote. THE foregoing is that portion of the Act bearing on the meeting. Let us bear in mind that it was a meeting of “resident householders.” Other than resident householders had no right at the meeting. Is Mr Pirani a “resident householder” ? If not, what right had ho to be present, other than as a Press representative? The Act says that the Chairman shall have a deliberative and a casting vote, implying that the Chairman must be a householder. Let us suppose, for the sake of argument, that there had been an equality of voting by two candidates for the ninth position. The Chairman would be called upon to give his easting vote. If not a householder,..whence docs his authority come? A decision on this point is to be obtained.
