ROUMANIAN REFORMS.
The first act of King Ferdinand of Ronmania after the dismissal of 1 lie Germanophil Marghiloman Cabinet was to issue a manifesto to the nation announcing the immodialw application of the democratic reforms which lie promoted before the German occupation curtailed Iris freedom of action. These are the agrarian reform and universal sufrage. King Ferdinand has long fell, that without an equitable solution of the hind question and without a democratic franchise the foundations of the Roumanian Stale must remain insecure. Deside.s removing (ho worst grievances of the Roumanian peasants, who are the backbone of the country, a sound and just agrarian reform will tend to bring the social system in Moldavia and Wallachia into closer harmony with the system in Transylvania, which is now organising itself for speedy union with Ronmania proper and Bessarabia. The stability of the new and united State will thus be enhanced. It will be entitled to the full support and sympathy of the democracies of Western Europe, and should be a bulwark against the Bolshevist propaganda which the Germans have sought to organise with the object of throwing Rournania into anarchy,
