KAISER IN HOLLAND.
PRECIPITATES A CRISIS,

The Second Chamber debated at length the alleged -Belgian designs on Dutch Limburg. The Premier said that .Government was convinced of the Limburg’s patriotism and the determination of the Dutch people to maintain territorial integrity. In the Lower Chamber, the Premier spid that the Government would have preferred that the Kaiser had not chosen Holland as a place of refuge, but lie came as a private individual, after renouncing his throne, without direct or indirect uotilication of his intended arrival. There could be no question of internment, neither could the Kaiser's return to Germany be demanded in view of the immemorial tradition of right of sanctuary. The Netherlands Governmeni could adopt no line of conduct e.vcepi the granting of right of sanctuary, and accepting il as a fact accomplished. The Government must repudiate every effort to see in this step an altitude which was a breach of neutrality, nevertheless the Emperor’s slay in Holland must be regarded ns only temporary. I’p to the present no Power had protested against his visit, but eventual demand for extradition must pass the test of the law, and the treaty. The Government would not allow the Kaiser to exercise any influence in another country.

The Allies have sent separate Notes to Holland regarding the exKaiser. The Telegraf anticipates a serious situation because it: expects that Holland will refuse to hand over the Kaiser. A Ministerial crisis is already -1 limit cuing over (lie foreign policy complications.
