WILL ABDICATE WHEN GERMANY REQUIRES. Amsterdam, Oct. 31. The Kaiser, speaking to a number of members of the Reichstag, said that the people must not think he had decided to retain the Throne. If the interests of Germany demanded it, he would abdicate without hesitation; but the moment had not yet come. ■ It is generally believed that when his abdication comes it will be in favour of the Crown Prince’s eldest son, under a Regency Council headed by the Chancellor.
