PENALTIES.
FLAT RACES.—The winner of any fiat race after the declaration of weights to carry a penalty of 101 b., and of any additional race a further penalty of 71b, (excepting that (he winner of any Hack Race shall carry a penalty of 71b., and of any additional Hack Race a further penalty of 51b. in any Open Race). Horses handicapped at Bs t 1011). or over to carry half of the above penalties. The winner of any Hurdle Race after the declaration of weights to carry a penalty of 101 b. in the Hurdle Race, and of any additional Hurdle Race a further penalty of 71b., or, if the Handieapper deems it fit, he may increase the penalties.
