COASTAL SHIPPING.
MANNING SCALE TO BE REDUCED. The Government has decided to suspend the manning scale for the mosquito fleet, now held up owing to a strike of the crews. This it has power to do under the Shipping and Seamen’s Act of 1909. The Government is of opinion that the time has come when, in order to see the boats „ going, the powers given under this Act should be employed. The Minister for Marine (the Hon, G. W. Russell stated on Tuesday night that in every ease where he was assured by the Marine Department that the manning scale could be altered without risk to the public, he intended to sanction reduction. Applications had already been received, and it was probable that the steamers would begin to move within the next day or two. Arrangements were being made on Tuesday to man some of the idle steamers, with the masters and mates and others, so that at least some of the vessels would be able to resume running.
