400,000 MEN IN ARMS.
Entering upon its fifth month of Avar, America found itself far advanced as a potent factor in o\ Tercoraing Germany. About 40,000 National Guardsmen are in arms, ready to move into Southern camps on August 15th for intensive training. The regular army, gradually tilled Avith volunteers, is only 3,000 or 4,000 short of its complete quota, while the American flag actually Hies over European land and sea. Pershing’s division is rapidly shaping for actual trench service. American destroyers proAvl the Üboat zone, Avhile scores of ncAv destroyers are building. Other things that America has done include the. folloAving: Registered 10,000,000 youths, who at the time of writing (August 7th) Avere being selected for the first national army of 087,000. Seized ninety-one German ships, started repair work on all of them, and actually put some of them into service. Authorised. Avithout a dissenting vote, 7,000,000,000 dollars for various expenses. Appropriated 750,000.000 dollars for airship construction. Agreed to" loan it- Allie- 3,000,000,000 dollars, and advanced over half of it. Herd a commission to Russia and France. Began constructing thirty-tAvo camps for soldiers. Authorised and is enforcing embargo to keep food from Germany. Launched great food conservation measures. Gave 100,000,000 dollars lb the American Red Cross, and 3,000,000 dollars to the Y.M.C.A. for Avar purposes.
