AMERICA AND THE-BLOCKADE.
STRENUOUS efforts were made by German influence in the United States to prevent Mr Wilson from prohibiting exports to neutrals that were supplying Germany. Neutrals were represented as helpless victims of circumstances, and appeals wore made to the (’resident on the score of humane considerations. Convinced Hi at his policy was correct, Mr Wilson determined to enforce it to the letter. This policy is military as well as economic, It is destined primarily to prevent American supplies from reaching Germany through a neutral intermediary, Imt coincident with that is the purpose of preventing the violation of the territorial waters of Holland and Scandinavia, which, the American Government has been informed, are a passageway for Gorman submarines. Neutrals wink at this German infraction of their neutrality: but, on the other hand, they promptly vigorously protest the moment it is suggested by (treat Britain and her allies that they shall be given a similar right to that which Germany has seized. The President had a ■weapon in his hands which could be used with tremendously destructive force against Germany, .and he determined to use it, because his solo purpose is to be the moans of bringing the w’ar to an end as quickly as possible.
