HIGH COMMISSIONER'S REPORT. The High Commissioner cabled as follows at noon yesterday:— In the .Manila market there is no material change. A fair quantity has arrived, which will greatly assist 'manufacturers. -The output from Ist to fill li August was 32,000 hales. The New Zealand market is practically chaired in view of possible Government action. Values are firmly maintained on a basis of £9-1 for high point fair, but consumers evince little interest at Ibis price.
