AFTER THE WAR.
THE London Sunday Observer earnestly appeals to Air Lloyd George to remodel the Government for threefold purposes —the war, the present civil administration, and future reconstruction. The Observer urges the creation forthwith of a new department, to be called the Ministry of Reconstruction, to be entrusted with the preparation of cereful plans for demobilisation after the war, rapid domestic organisation, cheap transport in Great Britain, and, for the development of
the Empire, increased shipping facilities, railway extensions throughont overseas lands by agreement with the Dominions and India, and cheaper cable services throughout the English-speaking world. “The railways and shipping must remain under public control for several years. Millions of men will lie returning from the war, and the whole democracy muM be a-Mired of a fuller and happier existence. Cooperation to the utmost between Capital and Labour is the key to the maximum attainable prosperity. We would suggest that Mr E. S. Montague, Minister for Munitions in the Asquith Cabinet, would be the best fitted for the proposed task of reorganisation. Even if the Ministry of .Munitions reconstruction began next week, and no matter how admirably it was staffed, it would take the new department and the Government as a whole all their time to get ready for the stupendous emergencies ahead.’’
