EOR over thirty years it lias boon usual when a loan is being raised for purposes such as water schemes, etc., for the local body concerned to charge to the loan such expenses as may be incurred in obtaining the sanction of the ratepayers. This practice has been general all over the Dominion, but at the meeting of the Makara County Council, a letter was received from the Auditor-General staling that in the opinion of the Audit Ollice “moneys expended for the purpose of obtaining ratepayers’ authority to raise a loan, cannot be paid out of the loan, but must be charged against the general revenue of the county as required by the Local Elections and Bolls Act of 11)08.” After considerable discussion, it was decided to communicate with the Counties’ Association’s legal advisers for their opinion on the matter before proceeding further.
