THE TARGET RESERVE.

(To the Editor.) Sir. —Will you allow me space to say something regarding the proposed leasing of the Target Reserve. I have followed with a good deal of interest the Council’s action in the mutter and your articles. lam sure the public of Foxton is indebted to you for calling attention to what was about to take place, and I hope now that the Council will realise its proper responsibilities to the trust reposed in them in regard to the improvement of this reserve. I would suggest that the whole of the reserve be leased to the Racing Club under the following conditions : (1) That a fair rental be paid, (2) that the revenue be expended by the Racing Club in planting, beautifying and improving the reserve according to a scheme submitted to them by (ho Council and prepared by an expert in such matters, (3) that the Racing Club have the power to sublease die reserve, (4) that the public's right of entry to the reserve be mb interfered with. The Racing Chili is not looking for profit, and us a local institution which is catering for the pleasure of the public, would take an interest in adding to the attractiveness of its own property. It is disgraceful to think that the Borough Council Ims not done anything to improve this property all these years. Tin* Council should not think that the land is only lit lor grazing, but if some of them had their way lhat’s about all it ever would be used for. But, surely, sir, there are mhor men in the Council wiio can see further than their noses. There is no reason why, with systematic planting, that this waste land should not lie converted into a beautiful park. Of course, it would take some years, hut it is not too

late now to endeavour to make up tor the neglect of past vears. I hope some of the Councillors will give the matter a little more attention limn in the past, and do somethin'; that future generationes will hiess them for. Thanking you in anticipation.—l am, etc., BESIDEXT.
