INDUSTRIAL EFFECTS OF WAR.

The war has done wonders for the economic development of Russia, but it has also served to initiate a notable extension of the commercial' and industrial mechanism of France. Rouen, in becoming a British base, has increased its population, according to an interesting aritcle in the Temps, by 150,000, independently of British soldiers and other immigrants; its quays, which could accommodate 48 seagoing vessels before the war, have now berths for 150; the river front has extended above the town, and factories are built or building all the way up the Seine to Paris. Havre has added 00,000 persons to its population, besides (hose brought there by the needs of the British Army and the Belgian Government; this year it will probably rank liflh as regards tonnage among flic world’s seaports. Near Marseilles, the shores of the Etang de Berre, hitherto a desert, are now covered with manufactories of explosives, which will become peaceable, chemical works after the war; and Cette has acquired a new importance as the landing-place of the cereals and other supplies sent to Switzerland from oversea.
