Here is the authority contained in the “Reserves and other Lands Disposal and Public Bodies Empowering Act, 1900" (section 23 —Poston Reserves \ : Whereas by' “The Poston Reserves Act, 1878,” it is, inter alia, provided that all rents and profits derived from Sections 177 and 110 on the plan of the Township of Eoxton, in the Wellington Land District, shall he expended in the improvement of the said land and for no other purpose: And whereas these reserves are suitable only for grazing, and if is undesirable to spend all the moneys accruing therefrom upon their improvement whilst other reserves nearer the town are now being used as pleasure-grounds and require greater improvement : It is hereby enacted that all such rents dederived and to bo derived by the Eoxton Borough Council from the said sections 477 and 41(1 as are not actually from lime to time expended upon the said land ■may be applied and administered by .(he said Eoxton Borough Council upon the improvement of Hit* Victoria Park and other public garebuts and public reserves within the Borough of Eoxton. It will be seen from the above that the Borough Council may expend (lie revenue from the Target Reserve for the improvement of Victoria Park and other public gardens and public reserves within the borough. The lease of the reserve, however, must not exceed a period of live years. We are still of opinion that at least a portion of the revenue should be spent: annually in beautifying .and improving the reserve. Ho far nothing has been done in this connection.
